On May 14-15, the educational and information training for representatives of civil society and public authorities in the Ivano-Frankivsk region has been held at the Ivano-Frankivsk National Technical University of Oil and Gas by the NOMOS Centre and the Kyiv International Energy Club “Q-club”, financially supported by the European Union.
The goal of the training was to involve highly qualified professionals and representatives of civil society to the deep studying of legislation and international experience on protection of local communities’ interests while preparing production sharing agreements, formation and use of special reimbursement funds and development funds in the PSA-related areas, as well as organizing independence monitoring of all the processes related to resource extraction.
Participants of the training used the most burning projects in the in Ivano-Frankivsk region for discussion and began to prepare their suggestions for improving Ukraine’s legislation and to create special educational programs for local communities.
The specific feature of the event was an active participation of the Ivano-Frankivsk National Technical University of Oil and Gas faculty, in particular by the rector Prof. E.Kryzhanivskyi and the deputy rector for scientific work Prof. O.Karpash. (Photo 1)
The event was launched by the “Q-club” president O.Todiychuk, who congratulated all participants, characterized the main features of current state of play in the energy sector of Ukraine, its problems, activity of NGOs on improving transparency and responsibility, successes of the previous projects. M.Honchar, project manager from the Nomos Center, made a brief introduction into the history of activities on transparency issues in the energy sector of Ukraine, described main problems of the current difficult situation and presented main ideas of the project. (Photo 3)
T.Ratuvuheri, expert of the project on financial management, presented the macroeconomic position of the energy sector in public finances and provided analysis of the data on energy share in the economic portfolio of the Ivano-Frankivsk region. (Photo 4)
A.Chubyk, coordinator of the project from the NOMOS Centre, presented proposals on developing the dialogue between civil society organizations and public authorities within the project, in particular by means of joint development of an Ivano-Frankivsk regional strategy on the management of possible future revenues from hydrocarbons’ production.
